THE National Bureau of Investigation (NBI) and the Presidential Anti-Organized Crime Commission (Paocc) shut down a Pampanga steel manufacturing plant after seizing more than P3 billion worth of radioactive-bearing materials and allegedly substandard steel products during a raid that also led to the arrest of four company officials.
