Aha, you say, that must be it: Putin wants a nuke up there so he can blow up all satellites in a given orbit, the equivalent of nuking the entire terrestrial internet. But that still doesn't make sense. Russia, the US, China and other powers that have intercontinental missiles and atomic warheads can already detonate a nuclear blast in space from the ground.
