IN HIS first public comments on the deaths of three civilians who were allegedly tortured in custody, in Poonch district of Jammu and Kashmir, Army Chief General Manoj Pande on Thursday said there would be "zero tolerance" for human rights violations. "My guidance to soldiers is unambiguous in respect for human rights and zero tolerance for any action on that account.
