The Chinese Communist Party's most important event—the twice-per-decade National Congress—kicks off on Sunday local time. And like China's political system itself, the weeklong gathering is notoriously opaque. Yet there are things we can say about the coming congress with near certainty. President Xi Jinping will almost surely cement a third term as China's supreme leader. It will break decades of precedent that mandated a two-term limit, initiated to avoid falling back into a cultish reign like that of the Mao Zedong era.
