Taiwan and one of its Pacific allies, Palau, are currently in talks on possibly forming a so-called "travel bubble" that would allow each side to open its border for people to travel in tour groups, Taiwan's Minister of Health and Welfare Chen Shih-chung (陳時ä¸) said Wednesday.
